The five-year rule was implemented many years ago to allow more DoD employees to volunteer for overseas assignments. The problem, however, is that in many cases it isn't enforced. Now, you have people who have created little empires over there (the good-old-boy system, if you will) who literally decide who gets assignments there. It's a fraud, waste and abuse swamp that needs draining

The Gov., DoD in particular has a DRMO system for liquidating or reassigning used equipment. Although the idea is good, I have noticed that the DRMO is often ignored by the DoD agencies when it comes time to acquire equipment. For one example, my base waited 2+ years & spent @ $600K to acquire a new crane.
