End prohibition on HHS employees taking leave outside America

Due to historical abuses by HHS employees years ago during the Tommy Thompson administration, current HHS employees are prohibited from taking more than 5 days a year of leave in conjunction with any foreign official travel. This is a morale killer, especially for those who are from/have family in those "foreign" countries. For them it makes sense to take their skills and move to a non-HHS agency, academia or industry.... more »

The IRS requires approximately 65,000 employees who travel at least once per year to acquire and use a Citibank government credit card for official travel. Travel is funded through a centralized billing account (CBA) for employees with low credit scores or history of misuse.
