All escalators that are next to elevators should be shut off to conserve operating energy and maintenance costs. People are able to walk up a flight of stairs. If there is an elevator close enough to accomodate people who can't use stairs, the escalator is redundant. The exercise will also improve people's health, saving on health insurance costs.

By elevator banks, put up signs that say "Just going 1 flight? 2 flights? 3 flights? Take the stairs! --->" (The arrow points to the stairs.) The elevators in our building at VA's central office are slow and inefficient. Our the course of a year, I am certain that we lose several FTEs in man hours spent waiting for the elevators. We have two banks of elevators. It would increase efficiency if one of the banks of elevators served only floors A-1 and 7-11.
