Eliminate the National Debt

My idea is for the "powers that be" to develop the ability for any monies left in the budget at the end of the year to be applied directly to the National Debt. Meaning that a local office can press a button and the monies go directly to the National Debt, they are not funneled back to parent agencies where the monies will be spent so they don't loose out the following year. Additionally I would like to add that being... more »

Automate the Design Change Notice (DCN) Process

Currently, to put a new part into the Navy Supply System we have to use a form called a Design Change Notice. Currently only Manual DCNs are accepted. This process currently requires the submission of a Word document which frequently gets returned by Naval Supply Systems Command (NAVSUP) WSS (Weapon Systems Support) due to transcription errors or incorrectly entered information. The time wasted filling out, re-filling... more »

Reduce military PCS & goverment employee move frequency

A more restrained and thoughtful PCS and move cycle would achieve immediate and substantial cost savings. The military in particular has adopted the mentality that members 'have to' move every 2-3 years. Many commanders, senior staff or those selected for special programs are moved even more frequently. This not only costs the tax-payer many thousands of dollars per move in direct costs but many more in associated expenditures.... more »

Responsibilities & Requirements Relational Database (R3D)

Place all responsibilities and requirements (R&R) for all federal government organizations into a single comprehensive relational database – R3D. For example, in the DoD this would include all service-level, command-level, center-lever, and base-level guidance and instructions.

Delete all R&R from all guidance and instructions and only maintain this information in the R3D. Eventually delete all guidance and instructions... more »

Save $300 (M) Million annually by extending some tour lengths

As part of an annual 300 (M) million dollar savings plan, Commands, Assignment Officers and Detailers need to annually solicit and identify eligible military members willing and or able to accept a 12-month tour extension. Target extension goals should be no less than ten percent (10%) of an each assignment year’s (AY) transferring workforce.

Justification:
Each year the Department of Homeland Security (DHS) and Department... more »

Consolidate AF Inspections

Consolidate AF inspections (UCI, LCAP, ORI, MCCI) into 1 inspection and have 1-POC for the inspections. Also, many inspections (ORIs) are obsolete (cold war era thinking). These serve no purpose other than to have MAJCOMs and Wing Commanders get a "warm-fuzzy" that their folks could survive if a ficticious cold war were to happen.

USG, including Executive, Legislative and Judicial Funding

"All USG agencies/departments, and the Executive, Legislative, and Judicial branches, should be funded at 75% of their end of fiscal year 2009 expenditures. One exception is DoD: DoD would be funded at 80% of its expenditures for fiscal year 2010. Rationale: to reconstitute forces expended for the previous ten years.
Funding would be held at these respective levels for 3 fiscal years, with only growth to aligned with... more »

Why do we socialize gasoline??

Truth: Gas only costs in dollars a quarter of what it costs society. The rest is socialized through income taxes to pay for roads, DOD protection, increased health care, and the list goes on. Conversely, capitalism teaches that we should most closely align our costs with our usage. So really these things ought to be paid by the fuel tax.
You may flinch at the thought of $20 gas, BUT keep in mind that for the median income,... more »

Government Cooperation

This idea is for all government agencies and all supply managers. I would welcome comments.

To help promote cross agency cooperation and save money, create a .gov website similar to Craigslist that agencies requisition for excess property and material in a local area. Why should one agency buy new items, like desks or chairs, when another agency has excess material in a local area? After the item has been listed for... more »

DoD LED light usage

Replacing all DoD lighting fixtures with LED fixtures would reduce the energy consumption of all DoD facilities by over 80% immediately. The cost of each fixture is less than $40usd to replace the energy equivalent currently being used. With each individual office holding more than 10 fixtures, this would dramatically decrease all energy consumption to 1/30th saving the DoD millions per installation and assist with "green"... more »

United Agencies = Cost Savings + Improved National Security

Overall Goal

Instead of different military and Government agencies( Navy, USCG, Army, Air Force ) trying to be self sufficient and wanting to have/own various assets to meet their mission needs, these agencies should work together, share and co-ordinate their resources and assets, so that if not as Individual agencies but when united they are self sufficient.

Issue:
Various Government agencies own/acquire assets such... more »

Top to Bottom Process Review of Defense Acquisition University

The stated purpose of the Defense Acquisition University (DAU) is to bring order and efficiency to the Defense Procurement Process. However, their own operations, from my observations, lack the discipline and controls necessary to safeguard the efficient use of taxpayer money.

The first example comes from this morning. I, among thousands of others, received an 8 MB email announcing a one-day small business procurement... more »
