Take a step back in time newer is not always better.

The Corps of Engineers in the 90's instituted a PM or project manager system. Prior to that we had engineering that was capable of meeting our nations emergencies and design needs. Construction division reviewed contracts and administered them start to finish after award. In the Corps of Engineers, we are required to operate based on our business processes as published in the Project Management Business Plan.
