Save on Tech support, by certifying agency employees

I believe there can be savings on certifying, for example, Systems Administrators and IT personnel, on working with basic repairs for Office's Automated Systems equipment. I have a Bachelor Degree on Systems Administration and I just registered to be certified on HP computers, and it will be free. It would save money to my agency, if they let me do the work myself. Purchasing Preference and Contracts

We need to end purchasing contracts that are exploiting preference laws (i.e. veterans, women, and minority own preference). Supporting these small businesses is a good idea, but there needs to be a specific limit to how much extra the government pays for goods and services in these instances (say 20%). We are forced to buy items at unreasonable prices, such as paying a markup of 300% for file folders!

Construction Ducuments Digital Vault, Division or Bureau

PROBLEM: typical Construction Documents Sets (like drawings, specifications, contracs, bid packages, etc.) are very large and heavy weight in nature, consuming a lot resources and money from the agencies & customers.

Merger of DCMA and DCAA

DCMA and DCAA should be merged into a single agency responsible for the administration and auditing of defense contracts. This would (1) Save money by reducing the overhead of running two separate agencies, (2) Improve coordination between auditing and administration activities, and (3) Reduce duplicate efforts.
