Many agencies (maybe every agency) spends millions of dollars on their own computer systems to manage functions that are common across all federal government agencies, such as accounting and time & attendance reporting. Instead of many duplicative systems for those functions, there should be one common system for all federal agencies. Contractors constructing computer systems should only be paid based on results, not hours billed. The problems IRS has had with its computer system are legendary, and the ACE system Customs is trying to implement is hated by employees and shunned by brokers (because it doesn't work). I propose that the DOD defers new computer purchases in favor of purchasing minor parts to upgrade existing computers.

As a computer hardware enthusiast, I can attest to the simplicity and cost-effectiveness of replacing minor parts versus buying an entirely new computer. To give an idea of the savings that can be realized, I have personally re-created $5,000 dollar (brand name) computers for only $1,500.
