Allow all Agencies to develop and build web applications that require JavaScript to be turned on.

Many hours and resources are currently being devoted to designing and building applications that degrade effectively if a person chooses to turn JavaScript off on their browser.

Current web statistics indicate that over 98% of the population of browsers used today have JavaScripted turned on.

By updating all the database application interfaces to a web/mobile application solution you will reduce the enormous cost of software licenses for each government computer user. Yes, EACH end user. If the end users do not have to rely on a proprietary/commercial software licenses the overall cost for each user would be cut dramatically.
