Charge nonservice connected VA patients for their supplies

Patients that come through our surgery unit are not charged for the supplies we use on them. I have worked at regular hospitals and every supply, down to alcohol wipes, was scanned and charged to that patient. Here, supplies are taken out of a "communal" supply and not charged to that specific patient. This is an interagency issue: ODAR/VA Hospitals and clinics

The VA currently has a record system that bleeds one visit into the next and does not adequately deliniate the end of one and the beginning of another.
