1) Install wood-burning heaters at the APHIS facilities. Infested wood must be destroyed, at least this way we can offset some of the environmental impact and lower heating bills by using it as fuel.

I lived in a condo which had common electricity and water. Because these utilities are not separated, an average condo used about 300% more utilities than otherwise. For example, some take 30 minute showers, and keep the thermostat at 60 degrees in the Summer and 90 in the Winter.
We need to encourage these utilties to be separated by a combination of financial incentives/penalties and perhaps limited mandates.
Water faucets drip all day because they dont turn off and toilets are from the 70's and cant be conserving water. Lights & computers are left on all day and night. We should be good stewards installing solar panels & efficient facility upgrades to save for the future.
Currently we waste lot of energy in offices. We all see people don’t turn off their fans/ lights/ personal heaters before leaving for the day. We can save more than 20% of utility bill if we start turning off the unwanted power and AC.
Agency mandates to save energy and motivates the staffs by providing bonus from the saved funds to the department/program staff that helped to save on utilities.
