Eliminate End of Year Spending

Eliminate End of year spending. Allow money to cross fiscal years. This would eliminate the need to do new Purchase orders every October 1 for contracts from the previous years. If money can flow across the FY then it has the ability to save the government time, money and energy. There should be an incentive to return any unused portion of an agencies budget to the treasury.

In reality, it's probably closer to a half billion. Mobility aircrews from each AMC base spend 4-6 months doing nothing but practicing--going tdy, practicing short field landings and aerial refueling. AF brass will say "great, more training for our crews". Wrong.... more »

Eliminate Spend Down

I have seen a lot of entries here calling for a stop to spending down at the end of the fiscal year. However, this is not just an end of year problem but a quarterly one as well. I work on the financial end of this organization and every quarter we are told to be near a certain amount spent or else. The notion of use it or lose with our money is a terrible way of treating our units. Instead of punishment for not spending... more »
