Coast Guard guidelines for vessel transit planning are intended to maximize operational effectiveness. Each vessel in the fleet is expected to transit at a speed that uses fuel efficiently; enabling the unit to spend more time in the operating area, reducing wear on engines and saving money. Reassign ATON Coast Guard units to state departments
Paying military employees to fix and clean buoys is a huge waste of money. It should be handeled by a state assigned department such as the DOT for the appoprate state. I would save millions to pay hourly wage state employees to handel things like that, instead of salery paid enlisted & officers to change light bulbs and scrubbing algae off of aids.

Review Nautical Chart Distribution
Paper nautical charts are distributed to Coast Guard Cutters and other units on a regular basis by the Defense Logistics Agency. Many times these charts are not applicable to a unit's Area of Responsibility are discarded or placed in storage, never to be used. A large-scale review of chart distribution through the organization could save a significant amount of money in printing and shipping costs.
