Private sector does a far better job of managing employee performance. There is this belief that because I'm a Federal employee, I can't be fired. Lower supervisor - employee ratio

The ratio on some bureaus of the DOI is 3-1. If we need a supervisor for each 3 employees then the DOI should be reviewing the types of people they are hiring. We need to rethink the old fashioned Division/Branch way of working. Teams within a Division often work better and allow for more cross training, better exchange of ideas and we only need one Division Director and perhaps a Deputy.
