Workforce Managemnt & Furloughs

((Please read this entire suggestion.))

In order to accomodate sound fiscal management with a true and measurable cost savings to the government and taxpayers, while respecting our workers, I suggest that as benefit to the government, employees should be able to donate 16 hours of annual leave per year to the government in lieu of an unpaid 40 hour furlough (should furloughs become neccessary).

Reduce government Welfare Spending.
Today, welfare spending is the largest item in the federal budget, standing at $888 out of the $3.6 trillion of the federal budget, that is nearly 25% of federal funds. I believe that instead of giving money to individuals who are not currently working, we should provide them with work in their communities in return for pay and benefits. Social Security Administration

Convert to a 9 hour 4 day work week

Have all Federal, state and local agencies including schools should convert to a 9 hour, four day work week and everyone has Friday’s off. This benefits, the environment, the worker and the government. It worked in Utah.
Reasons:
everyone will conserve oil on transportation to& from work and on government vehicles,
less traffic and potential accidents,
road and vehicle maintenance would be reduced,

Lower ICASS Furniture Pool Costs, Adhere to the Buy America Act

The State Department should purchase furniture for ICASS furniture pools from the cheapest source possible, instead of through their current expensive contract. This change adheres to the procurement guidelines outlined in the Buy America Act (U.S. Code , Title 41, Chapter 1, section 10a).
