There are likely to be a number of unfilled vacancies because of budget cuts, but the job still needs to be done. Cross training provides job expansion and emergency relief. US Public Health Service (USPHS)

I recommend consolidating the USPHS into the US Navy (similiar to the Marine structure where they would fall UNDER the US Navy but remain a separate branch of service). They could be utilized at any DOD branch, all other government branches and some VA hospitals.

FEMA Disaster Workforce & State Labor Department

FEMA utilizes several disaster reservist as community relations staff to provide surviors of disasters contact information to register for assistance and to perform clerical, warehouse or logistics staff work as local hires. Recommend that FEMA conduct a cost benifit and business case analysis to see if utilizing the State Labor Department's Unemployment Office as a "temp service" to fill these positions.
