Roofing Projects for new government buildings and for Repairing existing government buildings is expensive, but it would Save a lot of money over time if we added Solar Panels at the same time as roof work is being contracted. Do not put PV panels on Roofs

PV Paybacks are long especially if all costs are considered and not what is spent by the agency (subsidies just take money from other investment opportunities with potentially greater paybacks). With that said, if we are going to do it don't do it on roofs. We have enough problems with roofs and installing PV panels on them will probably make them worse. Treat new energy technologies as repair vice construction

New technology roofs and walls (PV, thermal, etc) are great ways to repair your facilities and also get significant energy savings from. The problem is that according to regulation upgrading the roof or wall with a PV or thermal system is treated as new construction and thus limited by the $750K MILCON threshold. These are really repairs by replacement with the latest technology and should not be subject to this constraint.... more »
