Maybe if we made more of a commitment such as; funding, programs, research, improvement/quality, dedication, out reach, promoting, rewarding, sponsored competitions, awards, etc, we might be able to get some smart kids to become smart adults and fix some of these issues we have now.

Step 1. Fund and Market Program Allowing Inspector Generals to Reward Employees Reporting Waste
5 United States Code 4512 permits inspector generals to give awards of up to 1% of the amount saved to employees reporting waste, fraud, or abuse. Many if not most IG do not reward employees who report waste and do not market the program. Employees who are have ideas to save money do not know about the program.

Many groups/units/divisions what have you in Federal departments are responsible for a budget. Currently, there is no reward for staying under budget. DO Away With Use or Lose Leave and apply it towards Retirement

Allow service members to save their leave as they desire. Do not take away any excess leave based on their decision to not take any during that Fiscal year. Instead do not offer to buy it back but allow them to save it unconditionally and apply it toward their departure or retirement of the military.

Money for Ideas that Save

This idea can be used among all federal agencies and provides continued incentive for people to come up with ideas that save the government money.
This idea would reward employees at all levels who come up with an idea that would save the money.
My suggestion is that the employee would receive a monetary reward of 10% up to $1000 for their idea if it is implemented.
