Utilize existing software and payroll process such as the DOJ FBOP's employee express et al and combine them with OPM's system to allow staff to automatically and electronically apply for retirement, identify benefits, register for continued et al... all from their workstation. STOP PROMOTING, WHEN YOU SHOULD BE TERMINATING

Quit promoting individuals who cause problems, and terminate them.

 

Not only are you just causing more trouble for the section, agency, or department they are promoted to, you are also increasing their pay. and continuing to pay them for years, then they retire and you further continue to pay them.

 

Spend some money on investigating them and get them out. Cut ties.

Voluntary Reduction In Government Salaries

A significant reduction in government salaries can result in substantial cost savings. Ask employees if they would like to volunteer for a reduction in hours.

This is a win-win situation for employers and employees. I would want to work for an employer that offered this opportunity. Of course the employer and employee would have to consent to the time off and it would be dependent upon the workload.
