Put all organizations on a limited paper budget
If you don't have it you can't waste it. More paper is wasted on meetings, weekly reports, gantt charts, phone lists, status updates etc. Instead of providing an endless amount of printing paper, provide finite amounts monthly, once it's gone it's gone until the next ration arrives.

Lower Cost for Reports
Assess all printed reports government-wide to determine: (1) necessity of the report - can it be eliminated all together because similar information exists elsewhere; (2) if needed, can the report be completely or partially replaced by electronic, web-based, at least let recipients opt out; (3) if printing is required, look for less expensive approaches through less color, glossy pages, and smaller number of pages.
