Consolidate DHS Seized Property Operations

Currently; Border Patrol, CBP, FPS, ICE, TSA and the US Coast Guard have their own facilities, policy, processes, and specialist personnel to handle seized property and contraband.

By consolidating all of these facilities and processes into one DHS seized property system, cost savings and efficiency will occur.

Why does ICE need a seized property vault in the same geographical location as CBP?

Inmate Property

When transporting an inmate from one facility to another, Inmates should not be afforded any property to be shipped to their next facility with the exception of legal mail. It saves a significant amount of shipping costs for the Bureau of Prisons and stops inmates from hoarding commisary items. When inmates transfer, funds in their account may be used to purchase at their next facility.

One Standard Business System for the Federal Government

The Federal Government should have one Standard Business Systems. A veteran exiting the military and hired by a federal agency should have the same Business System they were trained on in the military for Human Resources, Contracting, Property Management, Budget & Finance, Fleet Management, Safety, Information Technology, etc. A federal employee should be able to transfer from one federal agency to the next and do... more »

Make Purchasers Use Other Agencies Excess Property

Dedicate a full time employee at each location that does significant purchasing to be solely responsible for obtaining excess government property offered by other agencies. I have saved over $200,000 in the last 6 months by just obtaining excess property in my free time. STOP LEASING PROPERTY AND FACILITIES.

Why do we continue to pay for things that are not ours.

My port is the largest commercial Seaport in the U.S., 50% of the U.S. commercial cargo arrives through LA/LB, yet we lease office space in a building that isn't ours, and we share it with private sector industries where the general population can just come into the building and use the elevators, and walk the halls.

Utilize eBay-like system for redistribution of unwanted items.

Problem, as I perceive it:

Valuable equipment that is disposed of via the Defense Reutilization Management Office (DRMO) process often results in a lost opportunity for reuse within the DOD and other government organizations. This is due to the narrow visibility given to item being disposed of. If greater visibility were given to a specific item in the DRMO process, then there would be a greater chance for reuse to occur.... more »

Develop a TRU-application for tracking confiscated inmate property. The app should include data entry areas for staff confiscating property, supervisors who inventory, store, and dispose of confiscated inmate property. Revamp DRMO and excess property disposal

Federal Agencies, particularly DOD dispose of usable excess property in an obscenely wasteful manner and only pay lip service to reusing excess property within agencies.
Entity with big budgets buy the best gear for themselves while units with smaller budgets struggle to keep old equipment working while the castoffs from the well-funded units corrode in warehouses.
