Employee Wiki for Policies, Procedures and Improvements
Every agency should set up a wiki website where any employee can contribute and revise suggested improvements to agency documentation, policies and procedures. Analysts responsible for these respective areas would then incorporate these ideas, crediting appropriately (cash awards, time off, etc) for adopted improvements.

Make SAVE Award Program On-Going Suggestion Program
Make the SAVE Award program an on-going continuous suggestion program Instead of having just a 2 week period for suggestions. It is doing a disservice to both the taxpayer and the employees to have just a two week period to submit suggestions. Should be able to do year round and perhaps have quarterly and annual winners.

Eliminate re-work & double-work with OPM processing retirements
By Executive Order, change the process for processing retirement annuities so that:
1) the annuity computation is performed only once, either by the employing agency or OPM (not both)
2) the first full and correct annuity payment is distributed to the new retiree no later than 1 month following an employee’s retirement.

Require agencies to use centralized purchasing for training
Require all agencies to use a centralized purchasing card to pay for all training. it would be easier to track all training actions, and require far less overhead FTE to process and reconcile actions. Phase out training authorization paper forms. This is a costly, no value added process from the 1950s that is long past due for an improvement.

Skip Reconsideration Step If No New Evidence
Most appeals go through the "reconsideration" stage even when there is no new evidence to consider, medical or otherwise. I propose any such appeal bypass reconsideration and be scheduled for a hearing before an Administrative Law Judge.
