Eliminate Presidential Libraries
Stop establishing presidential libraries in favor of electronic and mass storage. There is no need to have libraries all over the place, to have facility and staff costs for each president. By condensing you can save a lot of money. Instead create electronic archives (which they already do) donate to the smithsonian and utilize a larger storehouse for things with less value.

Incentive to Spend
I work in contracting and it is very clear to me and everyone I've talked to that there is an incentive to spend all the money given, not save it. It's called End of Fiscal Year Spending. If you don't use it, you lose it. This is a problem with the way the budgets are created and dispersed.
