Treat new energy technologies as repair vice construction

New technology roofs and walls (PV, thermal, etc) are great ways to repair your facilities and also get significant energy savings from. The problem is that according to regulation upgrading the roof or wall with a PV or thermal system is treated as new construction and thus limited by the $750K MILCON threshold. Require the use of FEMP Energy Savings Performance Contracts

Maximum use of the DOE/FEMP ESPCs should be made mandatory (not just a recommendation) to conserve and produce as much energy as possible at all federal sites and buildings. The ESPCs provide “self-funding” and easily-authorized energy improvements but are grossly underutilized and largely unknown in the federal system. elliminate the tax break for Photo Voltative solar.

PV solar is not economoincal in any part of the US except the South west, when you put all the cost together. Get Uncle Sam out of the Buisness of subisdizing an activity that does not make economic sense. We do not import any energy source that is converted into electirc power so this does not help our balance of payments or energy security.
