Throw out the current system for hiring which isn’t working and adopt a radical new approach modeled around the COMPETES Act. Do away with bureaucratic vacancy announcements filled with confusing and meaningless questions and replace it with a very simple contest that requires only two things – a resume and the answer to the following questions, “What makes you the best fit for this position?”

The Coast Guard being the only Armed Service to conduct peace time missions and the only Armed Service not apart of DoD, should be switched from military to civil service jobs. This could reduce cost by the the millions and only improve the Coast Guard Business of Law Enforcement and it's other 4 missions. The current systems of the basis of funding our war-fighting machine operators and support is as close to a disaster as it can get due to decisions made solely by management that hasn't a clue how the technicians, auditors, systems and members work.
