Since intellectual property REQUIRES enforcement / protection by the Justice Department to remain profitable, it should be subject to a higher tax rate or fees. No one wants to stifle ideas, but ideas require protection - and protection isn't free. We could create jobs and safeguard intellectual property if the costs of enforcement were shared. Not a saving measure, but a revenue generating one.
