If an idividual has insurance through COBRA, private coverage, or is continuing coverage after employment, they should get a Special Enrollment Period for Medicre Part B. The General Enrollment Period rules should only apply to those people who are without medical coverage.
Many citizens do not realize that CMS and SSA are separate entities. SSA handles Part A and Part Enrollment for CMS. CMS has no field offices, so citizens regularly call SSA field offices for Medicare questions. A tremendous amount could be saved if queries could be handled at SSA Field Offfices.
