Change flight booking requirements for all DoD chartered flights

Recently, Airline companies changed their policy to one checked bag only, when reserving a flight.
This has caused a drastic increase in overall fees for travel. When travelling on American Airlines, and probably other companies, this is causing a 100-300 dollar markup.

Eliminate Prime Vendor

I propose to get rid of Prime Vendor. I currently work in a Civil Engineer Project Planning Office. When I make a List of Materials for a job I send it to our supply office and they in turn send it to our Prime Vendor, Graybar. Graybar is nothing more than a middle man between various suppliers that they contract with.Their supplier marks the item up and then Graybar marks the item up. Higher Prices on FedTraveler

When traveling recently, If i booked a coach amtrac ticket in FedTraveler it was $127, if booked through the amtrac website, the same ticket on the same train was $47. Same with hotel - per diem rate was $99/night through FedTraveler, but if booked directly through the hotel website, it was $88/night.
