I suggest that the next contract will not be offered to a single travel agency but instead be offered to at least two. This will allow the user more options and motivate the travel agencies to offer competitive prices and services. Currently all travel of NIH (and probably other agencies) is bought exclusively through Omega Travel.

Allow employees to make or change their own travel reservations directly on websites without having to book through a contracted travel agency.
