Instead of paying the entire costs for relocation, offer new hires a small lump sum and let them pay for the expenses of moving themselves, if they are entitled to relocation expenses. The amount paid for the movers and packers could easily exceed the value of the furniture and appliances being moved.
When a staff member is hired there should be a stipulation that if the employee quits or gets fired before the completion of their probation they should be responsible to pay 50% of the money the government paid to hire, send to training, uniformed and background check to be completed.....
Stop providing 8 hours of Annual leave per pay period to new hires. Not only does this violate Federal law, it is a large expense and is demoralizing to those of us who have put in many years to the service of the government.
