Lower the debt: get China to pay for bootlegged software

Lower the deficit by lowering the debt by repatriating some of what China is holding.

China has done little to no policing of its black market of bootlegged software - much of it from US companies. Microsoft Windows, myriad video games, bootlegged copies of CDs, etc., are rampant and easily available.

Microsoft Windows? Why Not Linux!?

We have a multi-million, possibly multi-billion dollar contract with Microsoft for the Windows operating system, Office programs and Server software. If we were to switch to Linux based operating systems, software packages and servers (Ubuntu, Mac Lion, Libre Office, etc.) we would instantly save those millions/billions in software licensing costs.
