Make mining companies pay for the destruction they do

What is coal worth? Currently, only what it takes to extract from the ground. What is the mountain, the stream, or the area's health worth? Obviously, much more.
Innovation will be spurred toward efficiency and competing technologies if only fossil fuel companies paid for their external costs. Why throw them a bone and be stuck in the early 19th century?

Save the Economy

Save the economy by placing a nationwide moratorium on new construction, in order to stimulate the market while increasing property values. This makes sense, especially with the current oversupply. Although this may mean reduced work for construction workers, it may encourage them to get a degree and thus improve their long-term prospects. Flexibility in Contracts

While there are contracts that are meant to promote good business and help raise the platform (small business, disadvantaged etc) the contracts do not always allow for the best expertise or price. In addition an increased allowance in "off the shelf" products would be beneficial. The market should be truly competitive and not a hand out.
