Require 90 day review for 1st time Medicare/Medicaid Providers

Billions of dollars in fraud are committed by "Strip mall" and other clinics that are established, take in patients, then pad billing statements. Congress, thinking it was doing a good thing years ago, mandated providers be paid within 30 days. Mandate Concurrent Licensing Schemas on all Software Licensing

Paying for concurrent licenses instead of by seat for software would save millions across the FED. Gladly pay for the bytes used or once the limit is reached and trending the agency would know when to increase the number of concurrent licenses.

Eliminate operator licensing program

Eliminate the Forest Service driver/operator licensing program. Training and subsequent documentation should be the responsibility of the supervisor and/or safety managment. Creating examiner programs and licensing is costly, it duplicates state licensing programs (in some areas), and is largely a safety program. So where does the the FS put it?
