Leasing office space every year costs millions of dollars. Some properties could be purchased or constructed for close to the same amount of money spent on leases each year. If the government owned the buildings, the savings each year would be in the millions. Sure you would have cost associated with building maintenance but that would be a drop in the bucket compared to leasing space year after year.

My port is the largest commercial Seaport in the U.S., 50% of the U.S. commercial cargo arrives through LA/LB, yet we lease office space in a building that isn't ours, and we share it with private sector industries where the general population can just come into the building and use the elevators, and walk the halls.

Get out of leased facilities, consolidate into government buildings, sell antiquated, high maintenance or unused buildings & use the money to maintain government owned buildings or put back into the Treasury.
Right now there is plenty of leased land to exploration and developement. The problem happens when companies sit on leases without developement. No jobs are created. No resources are made available. If we can put a limit on how long a lease can be idle, we can spur some developement or lease the land to someone interested on delevopement.
We are not according to contract authorized to use shop supplies, equipment, of facilities to do the simplest items of maintenance and upkeep.

Some installations (and also public lands) have cell phone carriers who lease out land to have cell phone towers on them. Require that a provision of the lease be to allow the government cell phones and blackberries at that particular area to have free coverage on that providers network.
For all new contracts, leases, and grants, that typically have escalations associated with out-year performance, change the contract/lease escalation claues to reflect CPI-U or C-CPI-U, instead of CPI-W. This would apply to all federal agencies in the Executive Branch.
Rather than paying rents for these properties, all DoD agency offices located within 30 miles of a post/camp/station/base should be required to re-locate to those locations.
