I noticed that the plants and flowers used for landscaping around the Capitol, the Mall, and other Federally-managed land is changed every couple months. Even when the landscapers use perennials and bulbs, these are dug up and replaced by new plants and flowers in order to maximize the visual effect. By removing deciduous trees and replacing with native evergreen trees would reduce landscaper costs for leave removal in the fall.
