Allow Federal Employees to trade excess leave for 70% salary

Every year federal employees take excessive time off in order to avoid losing their extra leave at the end of the year.

Many of these employees would prefer to trade in some of their leave for cash rather than taking time off and allowing their work to simply pile up while they are gone.

Saving on overtime

To my surprise a government employee can call in sick on Monday, work a double on Tuesday and collect overtime for that shift even though his total number of actual work hours is only 40. I know that this will be met with great resistance, but the amount of money and time used astonishes me. At the same time to cover that sick shift someone else will get overtime?

EXTEND RETIREMENT ELIGIBILITY

A mandatory retirement for O4s after 20 years is counterproductive if you can utilize them beyond that period in an O4-O5 billet. Undermanning in the military for O4s is endemic and retaining those who actually want to stay in would save hundreds of millions of dollars as the O4s who would be collecting retirement are now actually filling needed gaps and billets that are essential to the fighting force.

Since we are already preparing the Veterans “Claim files” for copying when requested, why not scan the file instead. Scanned files can be put into virtual temporary folders then saved as a PDF on CD’s. The 2 directions you can use this is once the files has been scanned you can keep 1 disk in a protective envelope with the date scanned to keep in the “C-file”. Guest Lecturers

At the National Mine Health and Safety Academy, instead of hiring new teachers to replace retirees, have experts within the MSHA offices in the field come in and teach a class or two. There are a lot of savings that would be accomplished by using current personnel who could continue inspecting or doing other duties when not occasionally teaching. Also, their expertise would be fresh and inviting to class participants.... more »
