STOP PROMOTING, WHEN YOU SHOULD BE TERMINATING

Quit promoting individuals who cause problems, and terminate them.

 

Not only are you just causing more trouble for the section, agency, or department they are promoted to, you are also increasing their pay. and continuing to pay them for years, then they retire and you further continue to pay them.

 

Spend some money on investigating them and get them out. Cut ties.

Stop the end of Fiscal Year wasteful spending on non-essential things and return the funds without detriment to the following years budget because of non-use in the previous year. Honesty Is The Best Policy

Have all Federal employers' Human Resources departments apply a psychological screening test that will indicate the level of integrity / honesty of job applicants. (Once the dishonest people are employed by the Federal Government, it's likely too late to oust them, especially if the supervisor / manager does not assume responsibility, or, worse yet, the supervisor or manager is dishonest.)
