The government currently loses out on hiring top candidates due to the slow pace of the process. Accordingly, the government should set performance targets for agency hiring actions requiring that the average time to fill a position improves to 45 days or less on average. Establish incentives for human capital management staff that are dependent on their hiring time performance.
