Do not make knowledge, skills and experience specifications in job postings more stringent than actually needed for the job, because this increases the time to find and hire a qualified applicant.
Do not disqualify applicants from within a faciltiy, by posting job requirements that are more stringent than actually needed for the job.
Hiring for within saves training time, and decreases hiring time.
HIRING FROM WITHIN can save money;
-Eliminate security clearance costs
-No relocation costs
-Reduce recruitment costs
-Requires far less training and eliminates orientation
-No Misc costs such as new badges, keys, door codes
My recommendation is to require agencies to offer jobs to current employees for a period of time before releasing external announcements.
Regular wages are less than overtime. Even when benefits are in the equation, a couple more bodies are more productive than an exhausted, overworked unit.
