I noticed that the plants and flowers used for landscaping around the Capitol, the Mall, and other Federally-managed land is changed every couple months. Even when the landscapers use perennials and bulbs, these are dug up and replaced by new plants and flowers in order to maximize the visual effect. I believe that private companies would jump at a chance to show off collections of their nuseries or planning ability at the federal bldgs around DC (and especially around the mall) for free in exchange for 1) getting a sign advertising their company and 2) keeping some of the plants it shows off or allowed to sell some as genuine plants that once were at a historic bldg or area.
