Federal Employee Video Testimony

Routinely the DOJ and US Attorneys Office will subpoena Federal employees to testify in cases outside of the employee's geographical work area.

These cases can often be cross country in nature as currently my office on the West Coast is working to find funding to send an employee to the East Coast for under one hour of general background testimony.

A cross country flight and hotel for less than one hour of general testimony.... more »

Consolidate DHS Seized Property Operations

Currently; Border Patrol, CBP, FPS, ICE, TSA and the US Coast Guard have their own facilities, policy, processes, and specialist personnel to handle seized property and contraband.

By consolidating all of these facilities and processes into one DHS seized property system, cost savings and efficiency will occur.

Why does ICE need a seized property vault in the same geographical location as CBP?

Consolidate these facilities... more »

Consolidation of CBP and TSA Bonded Facility and Cargo Operation

Prior to the creation of the DHS, the former US Customs Service was the primary entity for inspecting inbound and outbound foreign cargo at US International airports as well as compliance and control of related bonded facilities.

The events of September 11, 2001 resulted in the creation of DHS as well as the TSA with the consolidation of the Customs Service into CBP. Since 2001 the TSA has grown and expanded in mission... more »

Criminalize sale of food stamps

There are various examples of individuals taking the food stamps and selling them at 1/2 the value (or less), in order for them to use the cash for other uses. There should also be an audit system to ensure people are spending this given resource properly. Currently there is no way to audit spending. I have been asked several times in Baltimore city grocery stores by people to buy food stamps, or they offer to pay for... more »

Do not buy any more snacks or break food

GSA and GAO have been arguing over this issue for years. It is a waste of taxpayer funds for agencies to pay for coffee breaks, "snacks", or other food and beverages with appropriated funds. This happens all of the time using the purchase card on the grounds that these are not "meals" and are for panelists or "visitors" on technical travel status. Remove this loophole in the FTR, issue mandatory guidance on the subject,... more »

Protect Employees, Improve Acqusition Law and Use Best Practice

For decades Legacy system integrators have failed numberous times to provide adequate capabilities to meet the needs of the DoD and other Federal Agencies as indicated by numnerous GAO reports. Yet we continue to use them. Through these failed strategies, the GAO has determined that the many capabilities cause significant cost overruns and are inadequate to meet the needs of today’s changing military mission and National... more »

Rate management from the bottom up

It is rare that incompetent or abusive management are removed. Typically they are only changed or removed after they do something where the agency has to step in to clean up. If employees had the opportunity to report these individuals while the negative behavior is occurring, the agency would save itself from having to clean up after them later, and would make for a better work force. As an example, there were senior... more »

Save Awards - Reviewed By GAO Fraud, Waste, and Abuse

I've seen quite a number of recommendations that appear to be reports of fraud, waste, and abuse. These include everything from inappropriate use of government vehicles to abuse of governement hiring practices. The GAO should receive a summary, especially of heavily trended topics that would appear to be fraud, waste, or abuse cases.

Submitters should also consider this. If it's that bad, don't just wait until Save... more »
