Update Social Security entry system

I believe we should update the entire entry system, incorporating the instructions and policy into a browser-based system. While the building of this system would take time and money, ultimately it should cut down on the training of new employees by months. In addition, if all the data were kept in a centralized location (replicated for safety) then changes in the policy or instructions would always be correct.
