e-book format program manuals

The suggestion to format training materials for e-books is great. However, it can go further than that. FEMA program manuals for federal programs as well as the CFR can be cumbersome and costly (printing and costs to ship to deployment sites and home again). Format the manuals one time for e-books so FEMA staff can load onto their e-books. This would save printing costs as well as repetitive shipping costs.

Sworn Acknowledgement for DHS FEMA disaster assistance

Disaster relief is invaluable. Unfortunately, it brings along with those in need, those who willfully abuse and repeatedly "scam" the system. Why not eliminate-- where we can-- applicants who commit fraud because of ease or opportunity? Initial housing assistance after a disaster is generally around $2,000.00. Working at FEMA, we process disaster applicant information. Many times this assistance is delayed because we are waiting to verify information. One piece of information that affects a large number of applicants is their insurance information. Can we have a way that their insurance settlement information populate our computer system with this information? Can we have IRS populate their income, have their employer information... more »

Spend more to save taxpayers more

DHS needs to promote FEMA services better in areas hit by disasters. As someone who has lived through several, I have seen taxpayers pay twice for items because they were not aware. This partial listing below was in regards to people in Downers Grove IL but I have seen it in MS and LA.

Consolidate all FEMA Training Programs and Databases

Currently FEMA has several stovepipe employee and customer training entities, e.g., the Response Training and Education Division (TED), the Emergency Management Institute (EMI), and the National Fire Academy (NFA), and FEMA HCO Training Office.

Government Employee Disaster Assistance

After Katrina the federal government sought volunteers to go to the Gulf coast to assist in recovery and other activities.

A recent check with FEMA revealed that there is no program in existence at present to provide this ready trained and experienced force to disaster areas.

In the administrative review in the aftermath of Katrina and other recent hurricane response, the logistics of providing ice was its own disaster. We need to help the victims of disasters by uniting the Disaster Program of the SBA and FEMA into one agency. This would be a cost savings of millions.

Fema sends in an inspector, then SBA sends in an inspector. One thorough inspection would be more cost effective.

On smaller, more "routine" Federally-declared disasters, the Equal Rights Specialist (EUSP) and ADR Advisor positions could be managed from their respective Headquarters' offices.
