Change the rules for SSA in the case of early outs/buy outs

Early outs and buyouts are tools for managing the size of the federal workforce, but there doesn't appear to be thought given to asking SSA to make provisions for those taking advantage of those programs. It would be actuarially sound for SSA to consider making such provisions, lessening the penalties, as the FERS system becomes the primary retirement system for federal employees.

Only complete essential processes

With a projected reduction in force, a projected reduction in work should also be considered. To not kill the already delicate morale of the federal workforce, all processes/work being accomplished should be relooked at to determine which items are essential to complete by the reduced workforce.
