Allow civilian employees to carry weapons

Allowing civilian employees to carry weapons into the federal facility that they work (assuming they can legally carry a weapon in the jurisdiction in which the federal facility is located) in would result in significant savings for security and would significantly reduce the likelihood of a successful 'active shooter' style attack on those facilities.
