Federal Acquisition Regulation (Manual)-Use online for TRainings

The Federal Acquisition Regulations are available online. They are updated as regulations are modified etc. Instead of giving out FAR Manuals (thick books) which are usually updated annually, use the online version in training sessions and in the office. A very simple federal cost cutting idea is to further streamline and expedite procurements by increasing Federal Acquisition Regulation dollar thresholds as follows:

1. FAR 2.101 - Micro-Purchase Threshold Definition: Replace the $3,000 threshold with $10,000.

2. FAR 2.101 - Government Point of Entry: Replace the $25,000 threshold with $100,000.

Contract Receipt and Review

Currently, contractual documents are delivered through EDW (electronic document workflow) and are reviewed by each member of the contract management team without regard to applicability to their function. Generally, that includes 1 GS06 or 07, three GS-11s, and perhaps 1 or two GS 12s. A fair assumption is that each of these individuals spend one hour per day reviewing contracts; so we can assume 5 hours per work day.... more »
