Electronic FOIA

Since we are already preparing the Veterans “Claim files” for copying when requested, why not scan the file instead. Scanned files can be put into virtual temporary folders then saved as a PDF on CD’s. The 2 directions you can use this is once the files has been scanned you can keep 1 disk in a protective envelope with the date scanned to keep in the “C-file”. File the CD down in date order for future use when d1bc... more »

Abolish the Penny and the Paper Dollar

It costs more to mint a penny (1.6 cents in 2009) than it is worth. It costs 32 cents to make a dollar coin, which lasts 30-50 years, unlike the paper dollar, which lasts 18-22 months. Instead of the proposal to stop minting the dollar coins [See the news report on NPR this summer documenting how few American consumers or collectors have warmed to the coins and Senator Vitter's bill (S. 1385) to halt production], the... more »

Eliminate Newsletters

DHS is currently implementing new technology, DHS Connect and Enterprice Collaboration Network (ECN). Newsletters are primarily used to generate interest and increase business - neither of which is necessary when there is no selection latitude.

ECN has sections for announcements, scheduling, photos, content, bios, etc. There is no need for HQ components to create 8-10 page newsletters which are primarily self-marketing... more »

Allow Airfare reservations outside E2 and save big bucks!

For those of us who frequently travel, it is very frustrating to knowingly pay $369.40 for a flight (from San Francisco to Burbank, CA.) that can be purchased online for $244!

That's a savings of $125.40 for booking the exact same airline on the exact same date - the difference? Doing it online and outside of E2!

Imagine that savings times thousands of Federal employees that travel frequently!

Incentive

Providing each employee with a small portion of the money their agency saved will drastically change the way they spend. Sort of a bonus for not wasting, and available to all federal employees, supervisors, and office holders. Many agencies already have bonus funds. Maybe we could add 20% of their savings to the bonus pot.

Currently federal employees actually have an incentive to spend. The average federal employee’s... more »

EXOP - Office of Administration

Deploy SoftWare Automation and Technology (SWAT) Teams

Right now most of our business processes are manual and paper based resulting in literally thousands of person-hours being wasted on error prone data entry and paper shuffling. We spend millions of dollars procuring and maintaining, old, antiquated, and overly complex systems that can be replaced with new, cheaper, and easier to use web based systems. Do you spend countless hours updating/managing spreadsheets, entering... more »

Cell phone/Smartpone Turn-in Program

Background assumption:
1) Most government employees have their own cell phone/smartphones and associated data packages for their personal use.
2) From my research the government pays over $100 per month per Iphone.

Idea synopsis:
1) Perform a government wide survey to provide a preliminary assessment of the annual savings if the government offered a small monthly stipend to move current government cell phone/smartphone... more »

Allow use of Non-US carriers for travel

Background:
1) Previous travel experience has shown that often non-US carriers offer lower fares to the same destinations and better service than US carriers.
2) Requiring government travelers to use US carriers at full fare prices only hurts the US carrier as they are falsely propped up by the government as a customer.

Idea Synopsis: Do not restrict government travelers to use US-carrier, rather encourage the selection... more »
