Reduction and Modernization

I propose that our govt move into a new era where paper decisionmaking is a thing of the past. Technology exists where secure signatures and sharing networks can bring our offices up to the year 2011. We can reduce the burden on our forests and recycling centers! We can reduce the time it takes to get a document from one decisionmaker to another by using software that allows all decisionmakers to view and sign document... more »

Voluntary Use of Personal Cell/Smart Phone to Reduce Gov Costs

In one hand is my personal smart phone. I love it. I pay for unlimited voice and data with this phone. I can surf freely and without guilt that I'm wasting government money when I do so. It's also faster and more flexible than...what I hold in my other hand, my blackberry. I hate it. I only use it for government business which is largely viewing e-mails when I'm off site. So I carry two of these devices around.... more »

Make it easy for employees to choose hourly pay

My supervisor told me that if an employee is productive for 6 hours out of the day, that's pretty good. This is no surprise.
Why then do we need to spend 8 hours here when it's common knowledge that most people are only productive for 6 hours per day? I can be productive for 8-10 hours a day SHORT term, but long term I only have 6 hours of QUALITY work in me per day.
NASA makes it difficult for people to switch to hourly,... more »

Cutting staff

Get rid of the Speical Assistants (or similar titles) to office directors. Office directors do not need special assistants. They are often highly paid for -- what? The government is supposed to work for the people of the U.S. Office directors do not need Special Assistants to do special pet projects for them. We could easily save a couple million at each large agency by getting rid of them and moving these people into... more »

Over time abuse

Marketing and Outreach employees are writing their own paychecks. Some events are questionable about the value they provide at some events. I would suggest instead of paying over time, that the job description stay true to the "may require time away from the office, and may require evening and weekend work." 80 hour pay period can be scheduled to include evening work and weekend work. Employees are already telecommuting,... more »

Meaningful Communication - Ten Emails Per Day

I believe we can save money by reducing electronic "clutter". I challenge my colleagues (and anyone who reads this) to only send emails per day. Make a phone call. Stop by someone's desk. Have a video conference call. If you are limited to sending ten emails per day, I predict the content should become more meaningful, communication will improve, you will experience a positive difference in your workplace relationships,... more »

EXTEND RETIREMENT ELIGIBILITY

A mandatory retirement for O4s after 20 years is counterproductive if you can utilize them beyond that period in an O4-O5 billet. Undermanning in the military for O4s is endemic and retaining those who actually want to stay in would save hundreds of millions of dollars as the O4s who would be collecting retirement are now actually filling needed gaps and billets that are essential to the fighting force.
On another note-... more »

Criminalize sale of food stamps

There are various examples of individuals taking the food stamps and selling them at 1/2 the value (or less), in order for them to use the cash for other uses. There should also be an audit system to ensure people are spending this given resource properly. Currently there is no way to audit spending. I have been asked several times in Baltimore city grocery stores by people to buy food stamps, or they offer to pay for... more »

Make Save Award Pay for Itself

If 2,000,000 of the total number Federal Employees each spend two hours on the Save Award, then the total cost of the Save Award can be estimated based on an hourly rate. Estimating at a rate of $30 per hour, the total cost is $120,000,000. The Save Award must then save more than $120,000,000 in order to break even. By this estimate, savings greater than $120,000,000 must be generated in order for the Save Award to... more »

Make English the National or Official Language of the US

Too much money is being wasted on dual/multiple language answering machines, printing, etc. Some commercial establishments are going to the point of having 10-13 languages on printed things. The government cannot afford the cost or lack of efficiency. It is time to make English the national language and the ability to speak and understand English at at least an 8th grade level should be a citizenship requirement.... more »

Create Agile Teams at Division/Branch Level

A key component to the success of an Agile Team is positional authority, and full mandatory cooperation with Agile Team members. Agile Team requests, emails, phone calls, meetings, etc. are given top priority by direction of the appropriate Senior Leadership. Agile Team members are basically acting proxies for the Senior Leadership of the scope/area of concern. Agile Team members may have a primary job/responsibility... more »

Encourage People to Work

Workers are productive and they're contributing to social security rather than drawing from social security and other entitlement programs. Folks wanting to work should be encouraged.

Register DoD Civilian Dependents in DEERS

The DoD should look into requiring DoD Civilian dependents to be registered in DEERS for benefits, such as health insurance, life insurance, and the like.

Active and Reserve military members already have this requirement and the system seems to work well for them. Why reinvest the wheel across the Department with the various systems. This will not only reduce the number of supported IT systems, but it will also reduce... more »
