Every day we throw out tons of Food and organic material. from gov. cafeterias, and 'take out' meals, etc. Collect it and compost, recycle for mulch and topsoil for gov landscapes, gardens for growing vegetables, schools, etc. Feed the homeless with unused staples, like day old bread, etc. Feed livestock with lightly used items.
As a government agency, we should encourage all of our employees and patients to help conserve the resources of the world by truly promoting recyling (having a thorough recyling program) as well as composting (for agencies with cafeterias i.e. Veterans Canteen Services). How can we expect for our fellow citizens to be environmentally friendly if we are not following our own advice.
This idea falls under cost avoidance. DoD installations pay for waste disposal, and an in-vessel composter would pay for itself in less than 4-7 years (depending on solid waste disposal prices at each location).
