Not everyone participates, and those who do, can donate in other ways, and on their own time - and get credit for themselves... not just let their government agency take credit for the donations.
Each year employees are taken away from their regular day jobs to "volunteer" (still getting paid) to plan bake sales and silent auctions.
The booklet information is available online. Why spend all that money to print and ship booklets for every employee?
Why not have paperless sign up? This would further eliminate costs.
