Step 1. Fund and Market Program Allowing Inspector Generals to Reward Employees Reporting Waste
5 United States Code 4512 permits inspector generals to give awards of up to 1% of the amount saved to employees reporting waste, fraud, or abuse. Many if not most IG do not reward employees who report waste and do not market the program. Employees who are have ideas to save money do not know about the program.

America is known as the innovative country. We are competitive by nature and driven by recognition and reward. Yet, somehow this competitive nature has been stripped from Federal employees. Reducing unnecessary radiology and lab investigations

Physicians increasingly practice medicine by ordering too many lab and radiology tests. These investigations are very expensive. An effort should be made to incentivize physicians to spend more time talking with and examining patients rather than simply ordering more tests. Therefore,

Bonus from saved funds

Bonus from saved funds if agency spends less than their allocated funds.

Department chiefs and acquisition in -charge are spending their funds by end of the fiscal year so that they can get equally or more funds following year. Due to this they fund unwanted projects or do not attempt to save tax payer’s money and there is no motivation for a people working under him/her to speak-up on saving the tax dollars.
